Nope, the equation editor, isn't accessible with Jaws because the equating
editor is an object. The way I suggested works with jaws, but you then
still have to use the jaws cursor to read the number. For example if you
created 2/4, then as you arrowed to it, you would hear EQ field 2 but you
would have to switch to the jaws cursor to find the 4.

For exponents, you can use the super script font in MS word. For creating
true fractions, you will have to use the Equation Editor. I am afraid the
equation editor is not accessible with Jaws.
