commit charge is the memory usage of your pc
If your cpu is running at 100% or a very high percentage it will become
sluggish.
This number should go up and down depending on what is going on with the pc at
the time.
Mine can vary up to around 30% and below.
Most of the time my cpu usage is below 10%
If a program is running and running for no reason this can give you an
indication of a program problem.
Then you have to go through the process list and look for a program with allot
of activity.
