Using the alt+v menu, try switching from whatever user verbosity level you normally use, then switch programs, you will find the new user verbosity settings apply to that program as well. It is not that big of a deal as the change made with JAWSKe+v is temporary. It will reset when the focus is switched to another application or when JAWS is restarted.
