Also, what would be appropriate for a Bible configuration file would not
work for phone numbers, so make sure its application-specific. Creating
a good Bible configuration and, especially, a good Bible dictionary can
really pay off in added enjoyment.

You could try in configuration manager, text processing change Number
processing to "Full numbers". However that would likely cause the
reading to be wrong in a different way, reading out as a ratio instead
"Three to seventeen". There are just so many ways numbers are
conventionally spoken that I am not aware of any good one size fits
all solution.
