In your applications menu arrow up or down until you come to "send to submenu"
Right arrow at this point and again arrow up or down until you hear something 
like creat shortcut or send to desktop or some combination thereof--at any rate 
it will be quite obvious at this point.

Hello,
I cannot create short cuts on the desk top anymore. For example when I want 
to create a short cut from the start menu, under the application key I open 
go to submenu, all I find is Skype, Floppy A, and Drive E. It is different 
than it was before, the desk top item is not found anymore under tgo to 
submenu. Please help. Thanks.
