Free matter for the blind refusal!

Hi Listers, I attempted to send a Jaws tutorial to another list member, but the 
postal worker ask me "how do I know it's for the blind" in other words no deal, 
Have any of you run into this problem. I know this postal regulation is a 
matter of Law, but can the sender be required to prove the material is for the 
blind, I could have opened the tutorial and showed the information challenge 
worker the Braille labels on the cassettes, but I don't know if even this would 
have worked. And who would want to repackage the item before sending it. I will 
be most appreciative for your input!
