yes, it does and most other countries in the world.  I saw a list on the 
United States postal Service website.  As I recall, all or nearly all of the 
highly developed industrialized countries are participating in the 
international convention of the free exchange of materials to the blind. 
however, many of the countries do not offer the expanded definition of what 
is eligible for free mailing.  For example, specialized equipment, including 
a PC with JFW installed and configured on it, can be sent free in the United 
States but the same policy may not apply internationally.
