Not a JAWS problem.  Rather an IE limitation.

Hey guys,
I have noticed something, and wondered if anyone has a solution to it.
Ya ever noticed that when you try and download multiple files, that you
can
only have 2 downloads going at once?
In other words, I can start download number 1 and number 2, and it'll
bring
up the usual file download dialog box.
Then when I start number 3, it doesn't bring up the dialog until 1 or 2
are
done.
Does this make sense?
Any fix for it?
