If you type in "uninstall JAWS" in the knowledge base search form, you get 
an interesting article back which includes the following:

MICROSOFT FILES:
When uninstalling JAWS 4.51 and later, the following two files will not be 
removed from the Windows\System32 folder: Dcmuser.dll and Dcmkrnl.dll. 
Though
other vendors may remove these files, JAWS versions 4.51 and later do not 
remove them. These files are vendor-independent Microsoft files used by 
Freedom
Scientific and other vendors. Microsoft allows these files to be 
redistributed and they are considered a part of the operating system, like 
DirectX.

Note that the JAWS uninstall behavior described above is the same whether 
you choose to uninstall JAWS by using the Microsoft Add/Remove Programs 
utility
or the Uninstall JAWS option in the JAWS program group.
