Admin: Recent Change Removed

After reading several of the concerns voiced by users of the list, I have
removed the original subject tag marking messages submitted through the
list. The changes mentioned previously, however, including the enforced
subject policy, have remained in place... but have made more strict, in
response to a few messages that might have slipped through the cracks on
that last change.
