Admin: Changes to digests

All,
Due to the increasing amount of mail traffic processed on this list, and at
the request of a few users, digests will now be distributed more
frequently. The initial digest will seem quite large, but it is also
charged with distributing all the emails that were received between
yesterday's digest and the time I made the change. Now, digests will be
distributed on an hourly basis. Comments/questions/feedback, always welcome.
