Please bare in mind the following.
1. These keystrokes do not appear to work when the virtual ribbon is on. To
turn it off, with Outlook in focus press Insert+V, then V again to get to
virtual ribbon. Press Space to turn it off, then enter to save.
2. Taking the first keystroke as an example, if you press ALT+V, you will
get a response as you are in the view menu. Then press P, and you will not
get a reaction, but keep going. Press L, and you will be in the correct
dialog as described.

So, why Richards Hot keys don't work is a mystery, and probably an important
one.

Hi Jim
If while in Outlook you press control insert V, that will tell you the
version number. 15 means you are running Office 2013, 14 means 2010.

Trying to apply these, the hot keys listed don't do anything.
Alt+v gets the view menu, but subsequent hot keys are ignored.
I think I do have the virtual ribbon menus enabled in jaws.
I don't know if that is breaking outlook hot keys or what. Any ideas why
those don't work?
I'm trying to find the help menu, to verify the actual outlook version.
But, even that is evasive.
I hate ribbon menus with an obscene passion.
Microsoft, why must you constantly trash my user experience?

Here are some configuration setting for outlook 2013 to make is more
workable.
Please let me know if any questions or problems with them.
Configuration settings
We want to turn the following options off to make the interface more
workable.
Please keep in mind that these settings are keystroke specific for Outlook
2013
I verified all but the first one in Outlook 2010, so please try them and let
me know if you have any issues.
Message Preview - I can't get this option to work in Outlook 2010
press alt and v to get to the view tab
now press the letter p and then the letter l
choose off and press enter
Now apply it to all folders by tabbing to all mailboxes and pressing enter
Reading Pane
press alt and v to get to the view tab
press the letter p followed by the letter n
down arrow untill you get to off and press enter
To Do Bar
press alt and v to get to the view tab
Press the letter b
down arrow until you get to off and press enter
People Tab
press alt and v to get to the view tab
Press the letter p and the letter p once again
down arrow until you get to off and press enter
Now we want to turn off grouping
press alt and v to get to the view tab
Press v for view settings
Now we are in the advanced view settings
Press the tab key once
Now you will land on the group by button
Press enter to activate it
Now press the space bar to uncheck it
tab until you get to the ok button and press enter, you may want to press
shift and tab to move backward and get to the ok button faster
