You can do this with the Startup Wizard, which is on the JAWS help menu.
It's on the fourth page, as "initial state of NumLock key".

Subject: [jaws-uk] Unusual numlock
I have Jaws 09 Windows XP, I have just had my system re-formatted after
a crash when I boot up the computer or restart Jaws for some reason my
numlockon engages so I have to press the numlock key before I can
continue using the numpad function keys, is there a Jaws command or
keystroke to disable this irritation. Regards Steve
