Internal parts of a CRT monitor operate on high tension voltages up to 25,000 volts and is therefore likely to dissipate some heat, it should be nothing to worry about unless it gets to hot to leave your hand there. The high voltage is for accelerating electrons at high speed inside the CRT tube which will also cause small negative electrical charges you feel as static which are also nothing to worry about.
