Iain, that's an easy one: because it always has been.  It was the same when the 
iPlayer was first rolled out: it was months before its navigation features were 
made even halfway accessible to screenreader users.  The clowns who design this 
software clearly don't give a stuff about accessibility.
One tip: if you go in via
bbc.co.uk/iplayer/radio
the good old (?) iPlayer is still there with its semi-accessible navigation, 
which at least covers BBC stations.

  It would be really good if we could have an update to the player which 
labelled the buttons and graphics within the Flash movie correctly. In this 
respect, accessibility has taken backward steps. I ask again, Why must 
accessibility in an organisation which claims to take it seriously always seem 
to be bolted on after the event?
