[jala-dev] opening/commenting tickets now requires registration

hi everybody,
due to recent spam-attacks on http://dev.orf.at/trac/jala we had to
disable creating and commenting tickets by non-authenticated users.
therefor you'll need to register at http://dev.orf.at/trac/jala/register
before filing new tickets or adding comments to an existing one.
