[j-tools] Update

Hi

I have prepared an installer program for those people wishing to update
to J-Tools 3.0 for jaws 11 while still keeping V2 for jaws 10 on their
computer.  This installer is due to limitations in the current system.
So if you are in that position, and you have J-Tools V2 for jaws 10
already installed, you can download the update here which will install
the necessary files for jaws 11.
