Ah 9.1 works with dragon 11.5 which is a free upgrade for v11 users. You may
wasn't to get that upgrade and then move to J-Say 9.1.

Have you tried putting the microphone to sleep using the keyboard?

No, not according to my understanding, 8.1 works with DnS 11.  This
according to Next Generation Technology.

Yes Dean we can. 8.1 is the wrong version for dragon 11. You need 9.1.

Hello.  I believe I remember a discussion about this well before it was
relevant to me.  My student's system never goes into passive mode.  When she
says "go to sleep," or "stop listening," the microphone turns off and must
be turned on with the keyboard.  She uses J-Say 8.1 and DNS 11.  

Can we do anything about this?
