web proxy service won't restart after rebooting dc's

we restarted all dc's within the domain to fix another issue with nt4
trusts and afterwards the web proxy service wouldn't restart with errors
id7024 id11000 and id14127.
tried rescheduling policies as suggested via technet. no better.
any thoughts
