web proxy log error information

Would someone be point me in the direction to find information on these
errors?

The web proxy log shows this:
207.46.156.188, 80, 313, 600, 0, http, TCP, GET,
http://www.microsoft.com/technet/, -, Inet, 10054, -, All Open, -, Internal,
External, 0xd82, Failed
In IE one component of the page may be missing or several or the page maybe
blank. It is different every time even at the same site. Any suggestions?
