Yes, it can be used for access, but it is sporadic at best.

Can your ISA get to the web without the proxy (alternate route)?
Main route is 2Mb pipe, but we do have dual isdn as well which is going to
be configured as a backup route,(requires new scope/subnet)but for 150
stations it's too slow, even with the isa cache.
