unable to login

I have to access an external site, which is restricted access site. When I
try to login to the site with my userid and password, the login does not go
through, the screen just refreshes and comes back to the login screen. The
external website is running on port 8080. If I try to access the same site
from the proxy itself, I am able to access. In the proxy I have a packet
filter enabled for 8080. I am having a similar problem with a site running
on port 9000. Can anyone give me any ideas as to what might be the issue.
