Unless you have the newer slipstreamed SP1 CDs you do have to order SP1
on CDs to get the ISA 2004 upgrade for Premium Edition. FYI there is a
SBS specific Yahoo list where this question is more appropriate:

Hi,
I have recently installed sbs 2003 for a client, my question is, how do
you get the update for isa 2004? i have applied all the updates to the
best of my knowledge. I thought when sbs sp1 was applied the isa 2000
server would get updated to 2004?
Do i need to order a new premium technologies cd??
