It's ISA server report generator. You can use it for daily, weekly and etc
reports. See Monitoring Configuration->Reports folder in ISA server
management. I have the same problem. REPGEN.EXE uses 99% of CPU. Recently it
was all OK with it. And I can't find a solution

I have a ISA SP1 running on Windows 2000 standalone server, there is a
process that is taking up 50% of my cpu called repgen.exe. Does anyone know
what this is for?
