forbid the webmail attachment

How can I forbid the webmail attachment??? 
We don't want the use send any attachment through the webmail. 

Example ,when some one  use mail.yahoo.com, he cann't send A mail with any
attachment.

Anyone in the local intranet cann't send any webmail through ISA2004
