external proxy

Hello
Could you please help me on how to deal with external proxy?
I have added it to the deny external ip addresses which denies all ip
protocols to the ip address list, I have also established a packet
filter on ISA Server to deny communications from this ip address but ...
users still seem to be able to talk to it - I don't understand what is
going on - can you help?
