bandwidth control

hi all,
i have isa server installed with sp1. i was wondering if i could use the
bandwidht control utility in isa and to wot effect. i currently have a 64k
connection but when i allocate even 128k on the bandwidth control, the
entire browsing on the clients becomes too slow, but its not so bad on the
server. what can i do about this? another thing, is there a way i can
measure the bandwidthe the isa server is using as well as the bandwidth,
each client is using through the isa? i suspect some rogue systems of
having viruses sucking up all my bandwidth and i dont know how to find out
which ones they are. thank u all.
