authentication box with content rules

Hi !

A customer of ours has a ISA server up and running.
All clients use the PROXY SERVER option in Internet explorer.

Everything seems to be fine until we add some webpage filtering.

I have downloaded a destination set(sex sites) from isatools and added it to 
the "site and content rules" as deny for any request.
All users have full access to all http pages exept for 1 user, that one is only 
allowed to see the internal webpage :

Sex contect ...deny....any request
all webpages....allow....all domain users...exeption no-internet-user
canal.nl.....allow....any request

However, if the rules are applied...all users get an authentication box the 
first time the visit a page after starting internet explorer.
They can press cancel and then continue their browsing. But if IE is closes and 
started, the authentication box appears once again.

If the rules are disabled, no box appears and users can just browse as normal.

Can anyone help me with this one ?
