Web Publishing Errors

I am trying to publish an internal website and I think I have gotten
everything but still no dice . . .
external dns tsweb.jergens.com
internal dns tsweb hostname in the jergens.com zone pointing to internal ip
address
running on port 80
can ping hostname from isa server (kbc-tssap)
in web browser from isa server i can hit url by netbios name
(http://kbc-tssap/tsweb) but not by dns host name
(http://tsweb or http://tsweb.jergens.com)
I get this error:
403 Forbidden - The server denies the specified Uniform Resource Locator
(URL). Contact the server administrator. (12202)
Internet Security and Acceleration Server
When I look up the error the KB says SP1 is the fix. I am already running
SP1 . . . should I re-apply?
Any other ideas?
