Web Proxy Cannot Start

My test server seems to have found dome problems, 

I cannot get the web proxy service to start,
i get the following error:

could not start the Microsoft Web Proxy Service service on Local Computer
error 2148074254: No credentials are available in the security package.

Anyone have any idea what is going on?
