The best method is MSN messenger.

With Netmeeting you will need static ips for all the users. If you have
enough static ips then use netmeeting, if not MSN is the best method.

Hello everyone, 

Our users would like to do voice, video and chat over the Internet with
remote students.  What is the best way to accomplish this?  Do I use MSN
for voice and video or is something like NetMeeting (and the H323
Gateway) the better solution?  We are currently running ISA on a DMZ
which has a Cisco 3600 on the other end.  The router does NAT.
