VPN and Remote Administration of ISA

Wondering if someone could help me out with the following questions:
1. Where's the ISA VPN Deployment kit?
2. In trying to enable remote administration I don't see the "Firewall
Policy" option that's listed in the doc listed here:
http://www.isaserver.org/tutorials/2004remoteadmin.html
3. What is the best way to securely enable VPN on the ISA server? The
goal is to be able to access services on some of the other servers
remotely.
