Some quick thoughts!
If the ISA is in Workgroup mode - you'll have to configure the RADIUS
settings. Otherwise check the User Account Dial-In properties and the
Remote Access Policies.
Also - if you did configure the RADIUS - you should have a RADIUS policy
as well.

hi all,
I built an ISA Server as WebProxy and VPN Server. but when I try to
connect to VPN Server, the clients failed at "Verified Username and
Password" dialogs. this prolem did not happen when I connect from
internal network (VPN listen on both network: internal and external).
I don't know how to solve.
