Tool needed to manage 'used time' of the user on the internet

Hi, I wondering, does a tool exist for ISA server where it is possible to
manage time users spend on the internet, a time-quota manager so to speak
?
What the tool needs to do : A user gets a monthly time maximum allocated,
once this is used up, internet access is disallowed.
