Strange Smtp Publish problem

Thanks to everyone who suggested how to set up the smtp publishing.

I have a very strange problem.

I have two exchange servers. One is currently routed via a NAT ISDN router.
This does in coming mail. The other server is routed via an ADSL router for
out going mail. 

I am going to change the mail forwarding down the ADSL router via the ISA
server.

With the publishing options within ISA server I can publish 192.168.1.67
which is the outbound server, but for some reason I can not publish
192.168.1.11 which is the inbound server. 

Of course the easiest thing would be to just to publish the outbound server,
but this really is just a micky mouse desktop installed purely to use the
ADSL line.

The ISA server can telnet from the gui to 192.168.1.11 port 25 and the logs
say that the action is ALLOWED with port 25 but the mail server welcome
headers don't appear.

Redirect the publish to 192.168.1.67 and it works.

Is it purely because the router ips are different on the two mail server. I
can't see it being this because all transition are internal.

Machines as follows:

ISA - External 62.xxx.xxx.xxx Internal 192.168.1.4
In Bound Server (doesn't work) 192.168.1.11 router 192.168.1.2 (for ISDN)
Out Bound Server (does work) 192.168.1.67 router 192.168.1.4 (ISA)

Any Ideas????
