You can't. ICMP as a "heartbeat" is useless, since it tells you nothing about the state of the desired service (web server, in this case). Better that they use a "HEAD" request to the web server. THis way, they not only know the TCP/IP stack is running (all that ICMP gets you, BTW), they also know the web site is alive and well.
