Setting up ISA as a proxy server gives error

Hi,

I have set up a few ISA servers in integrated mode with two NICs and using
it as the firewall.  However, in this job, I am setting up ISA as a
stand-allone proxy for a web filtering app, as we have plenty of other
firewalls etc.

I have installed ISA in firewall mode.
I have set up the routing rule to forward requests to another proxy (i.e,
proxy chaining).
In the web access policy I have just left the default of allow all requests.
Nothing has been changed, no web filter has been installed yet.
Have applied ISA 2000 SP2.

However, when I use the proxy in my browser, I get the following:

HTTP 502 Proxy Error - The ISA Server denies the specified Uniform Resource
Locator (URL). (12202)

This is just going to a simple site like www.google.com.

Any suggestions?

I have read a similar problem in the faq, however, I don't believe it
relates to this setup.
