Server Publishing Rules

When I "Right Click" on server publishing Rules, I am presented with only
3 out of 6 menu options. EG: Veiw, Refresh & Help.
I should Get the following:
Secure Mail Server, New, View, Refresh, Export List & Help.
I am logged in as an administrator and I checked that the "ADVANCED"
option was selected under "VIEW" on the main menu, but still only 3
options are available to me when I right click on Server Publishing Rules.
Any thoughts, anyone?
