Disable NetBIOS over TCP/IP for the external interface.

Does anyone have any ideas about why these server publising rules are
failing.  This is a back to back DMZ scenario.

Server publishing rule [SERVER1 - RPC Ports(135/TCP)] that maps
10.10.x.x:135 TCP to 10.250.x.x:135 for protocol [RPC port (135/TCP)]
failed because the port on the external interface is being used by another
application.  The Firewall service failed to bind socket for the server on
the firewall since another process is using the same port. Check for any
other process using the same port and terminate if necessary.
