Static routes are a Windows issue, not ISA. If the machine is expected to reach non-local networks through a non-default route, then you need to enter static routes. Your routing table doesn't list the local networks or nearby routers, so it's impossible to say for sure. If that table worked for the machine where ISA 2000 lived, it'll work for the machine where ISA 2004 lives, assuming all other aspects of the network environment are equal.
