Report generator failing to run due to credentials??

The report generator is failing to run a report using the domain
administrator account.

Event Source:   Microsoft ISA report generator
Event ID:       21026
Description:
The action to create the scheduled report, "Test week", with the specified
credentials, failed. The error code in the Data area of the event
properties indicates the cause.
Data:
0000: 0d 00 00 00               ....    

The credentials of the report job is the administrator account, domain &
password.
ANY IDEAS WHY THIS IS HAPPENING AT 2-3 SITES NOW????
DOES THE ACC require log on as service or something????
