Yeah, I tried to create a second DC to ease in account migration when doing
a hardware upgrade.  No no.  The original SBS server wouldn't allow it to
join the domain as a dc.

NO NO NO NO!

SBS will install as the ONLY DC in a New domain within a new forest. You can
not have any other DC with a SBS server.
