Are you using automatic configuration or a configuration URL in IE?
If not, they won't get the LDT information.

Hello again everyone,
 
     In my ISA configuration, I've included our internal IP address
scheme in the LDT, as well as our internal DNS name. When users of OWA
go to use it internall, they can use the internal DNS name fine, but if
they use the internal IP address, they are constantly prompted to enter
userid and password? Is there something extra I have to do.
