That means that your packet filter could not be established. This is
caused by providing incorrect IP address or some filter that breaks some
packet filtering "rule". It happened to me when I specified internal IP
pointing to the external interface. Play with the filter until you stop
receiving this event.

" The Isa server services can not create a packet filter"
