For some reason I am having trouble publishing PDFs and SWFs using web
publishing rules on ISA.

When I go directly to my webserver the PDF and SWF display fine in the
browser.  When I go through my ISA the PDF attempts to download (instead
of displaying in the browser) and then fails with "Internet Explorer
cannot download ...<filename>.pdf from <hostname>.  Internet Explorer
was not able to open this Internet site.  The requested site is either
unavailable or cannot be found.  Please try again later."  My ISA logs
show the file request with a status of 200, indicating the file was
served correctly.

The SWF just never shows up.  The page will display and will stall with
"(1 item remaining)" in the status bar.  My ISA logs show the file
request with a status of 10054, indicating the "Argument list too long".
Interestingly the SWF worked correctly for a period of time.

My URLscan web filter is disabled.

Oh, and this is an SSL request bridged as an HTTP request.

Any thoughts?
