I see where you're coming from, I'm just adding that if they did that their would be a HUGE impact on their local economy also. Major software vendors would fold, imports of software would be taxed outrageously, there would be a mass migration toward Linux because they could no longer afford Windows... Etc... Hence, you'll start seeing a huge increase in the black market. Might as well bundle them with drugs, what other industries refer to their clients as "users"?
