[isalist] New Forest and Child Domain Topology - Where does ISA Go?

Hi!

It has been a while since I have posted.  The list has been semi-quiet
so I thought I'd jump in with the silly-question-de-jour.  Our little
network has grown outside our borders.  I am in the process (I am in
Madrid as I write this) of updating the Madrid offices from NT 4 (I
know, I know, we acquired them) to 2003 Server.  Anyway...   We are
going to a Forest/Child Domain config.  The Forest1 and Forest2 are in
the US.  We are creating a new child domain in the US and demoting
ourselves, and adding Spain and Holland to the forest.  Each location
has its own DC's.  Everybody is linked to the US with IPSec or MPLS (Not
through the ISA Server).

Do we leave ISA at the forest level, or pull it into the new child level
for the US?  ISA is used for desktop internet access in the US, OWA
access to Exchange 2003, and VPN access for mobile workers (both US and
foreign).  Since Exchange stays at the Forest level, does that mean ISA
has to as well?
