RE: NO longer able to receive email after changing static IP...

I've stopped using it because so many folks take it to mean "changes are
sent out" instead of the more correct "changes are requested".

If your DNS cache (for whatever reason) fails to ask for an update to
the relevant records, it won't get updated.

Why do you say "incorrectly refer" regarding the term "propagation?"
There 
is nothing wrong with saying "DNS changes may take up to 24 hours to 
propagate."
