Bandwidth restrictions are not available in isa2004 as they were in isa
2000. You may want to look at some third party software to do this. As
for unusual SMTP traffic, look into the smtp filter for some stuff
there.

I desire to manage (throttle) Outbound/Inbound bandwidth used by the
mail relay on the ISA20004. Ideally I'd like to create a rule such that
the SMTP traffic did not consume all the available bandwidth for
specified time slots and the capability to manage unusual SMTP traffic.
