Interuppted Web Service

We are publishing our webserver thru the ISA server. Sometimes when
people try to access our web externally, they get a 403 Forbidden message.
If I restart the ISA server then they can access the website with no
problems. This is an intermitant problem. Are there any setting that I
could have that would cause this problem? Or do I need more resources?
Any suggestions would really help.
